Are you living in Bangalore and interested in purchasing a second-hand car?

If that is the case, then you need to familiarise yourself with the online process for vehicle ownership transfer. This method, which is set to be further streamlined with the digitisation plans of Karnataka RTOs, offers a convenient and hassle-free way to transfer your vehicle ownership in Bangalore without complications.

The compulsory transfer of vehicle ownership (RC transfer) is a crucial step when purchasing or selling a second-hand vehicle in Bengaluru. It’s essential to note that this must be done within 30 days of the purchase date to avoid penalty charges and potential legal complications. The latest Karnataka RTO circulars stipulate a fine of ₹500 per month for late payments, underscoring the importance of timely RC transfer in 2025.

Where does the transfer of vehicle ownership happen?

The entire vehicle transfer process is carried out at the Regional Transport Office (RTO), which has separate branches located in various localities throughout Bengaluru. Given below is an exhaustive list of all the different RTO offices situated in Bengaluru, along with their locations:

  • Original Registration Certificate (RC)
  • Form 29 & Form 30 (Duly filled & signed)
  • Valid Insurance Certificate
  • Valid Pollution Under Control (PUC) Certificate
  • Seller’s & Buyer’s ID Proof (Aadhaar, Passport, Voter ID, etc.)
  • Seller’s & Buyer’s Address Proof
  • NOC (if required)
    • If the vehicle is from a different RTO, Form 28 (NOC) is needed.
    • If the vehicle was bought on a loan, an NOC from the bank is needed.
  • Passport-size photos of the buyer
  • Challan clearance certificate (if applicable)
  • Company NOC (if the seller is a company vehicle)

Step-by-Step Guide for Transfer of Vehicle Ownership Offline

Step 1 – Procure The No Objection Certificate (NOC) From The Traffic Department: (Required only if seller and buyer resides in different RTO area)

If the used car that you have bought is not registered in the RTO area of your residence, then you’ll first have to get the car de-registered from the RTO where the car is registered. To do this, you will have to submit a duly filled Form 28 to the RTO where the car is registered. And in return, they will provide you with a no-objection certificate: NOC.

And if the car is registered in any other state than Karnataka, you will have to de-register the car from the RTO where it’s registered and obtain a NOC. For this purpose, you will have to submit the following set of documents along with a duly filled Form 29.

  • Original Registration Certificate (RC) of the purchased vehicle
  •  Residential Certificate:  Attested copies of any two from passport, telephone/electricity bills, ration card, or voter ID.
  •  Copy of valid Pollution Under Control (PUC) certificate
  •  Copy of valid car insurance
  •  Form 30

Step 2 – Visit The RTO With Required Documents

After obtaining the NOC, you can start the ownership transfer process by submitting the following documents to your local RTO.

  • Original registration certificate (RC) of the car
  • Two duly filled & signed Form 29
  • Two duly filled & signed Form 30
  • Copy of Valid insurance of the car
  • Copy of Valid pollution under control certificate (PUC)
  • Copy of buyer’s address proof i.e., voter card, passport, telephone (BSNL or MTNL), electricity bill, Aadhar/ Govt bank Account, Registered Rent agreement)
  • Seller’s ID proof
  • NOC from the previous RTO
  • NOC from the bank if the car is hypothecated
  • One passport size photo of the Buyer

Step 3- Submission Of The Documents

Once you submit the above-mentioned documents to your local RTO, you have to pay the fee for the RC transfer. It takes around 30 working days for the completion of the RC transfer process. You can check the status of your application on the website: https://parivahan.gov.in/parivahan/

Step 4 – Vehicle Re-Registration After Interstate Transfer: (Required if the vehicle is from a different state)

If the car is originally registered in any other state, here are the documents you would require to get the car re-registered to your local RTO.

  • Original registration certificate of the car
  • Form 20

Online vs Offline Process to Transfer Vehicle Ownership in Bangalore

Both offline and online modes are available for the vehicle ownership change process in Bangalore. The online process is managed through the Parivahan website, where one submits forms and documents online. In contrast, the offline method requires personally approaching the RTO with Vehicle Transfer Forms and other supporting documents. Both have their own pros and cons.

Online RC Transfer in Bangalore – Pros and Cons

Pros

  • Faster completion, usually within 30 to 45 days.
  • Secure authentication through Aadhaar-based e-KYC and OTP verification.
  • Convenient digital payment options, including UPI, debit/credit cards, and net banking, are available on the VAHAN portal.
  • Ability to track the RC transfer status online in real time.
  • Ownership details are reflected digitally via DigiLocker/mParivahan, which are legally valid and equivalent to originals once the update is processed.

Cons

  • Requires scanned copies of documents and reliable internet access.
  • In certain cases, such as hypothecation termination or inter-state transfer, an RTO visit may still be required.
  • Not suitable for applicants without Aadhaar-linked mobile numbers.

Offline RC Transfer in Bangalore – Pros and Cons

Pros

  • Straightforward for applicants who are more comfortable with traditional paperwork.
  • Practical in cases involving loan closures, interstate transfers, or document discrepancies.
  • Direct interaction with RTO officials can help resolve issues quickly.

Cons

  • Processing time can be longer than online and varies by RTO workload
  • Multiple visits to the RTO and longer waiting periods.
  • Limited payment methods are available, primarily cash or demand draft.
  • Increased paperwork with higher chances of rejection due to errors.

For most applicants, the online process to transfer vehicle ownership in Bangalore is faster, more transparent, and less cumbersome. Though in special situations such as interstate transfer or deletion of hypothecation, the offline process remains a reliable alternative.

Vehicle Ownership Transfer Fees in Bangalore

The car ownership change fee in Bangalore is standard across Karnataka, though with slight modifications after the introduction of fees prescribed under Rule 81 of the Central Motor Vehicles Rules and applicable State notifications. The rates charged are as follows:

Vehicle TypeRC Transfer Fee
Two-Wheeler₹150
Four-Wheeler (Car)₹300
Hypothecated Vehicle (Loan closure cases)₹0 (no separate fee for cancellation under Rule 81 note)
Interstate Transfer (Re-registration required)Variable, depends on the road tax slab

The fees are the same whether you opt for the online procedure through Parivahan or the offline procedure at your local RTO. There are other charges, however, in special situations, such as the removal of hypothecation, interstate re-registration, or late filing after the 30-day timeframe. Road tax is separate and calculated based on the car’s invoice value at the time of re registration.

Note: Fees are governed by Rule 81/State notifications and paid via Parivahan, but the process remains transparent and uniform across all Bengaluru RTOs, providing you with a clear understanding of the fees involved in transferring vehicle ownership in Bangalore.

Conclusion

Transferring vehicle ownership in Bengaluru, whether online or offline, is a crucial legal step that ensures a smooth transition of ownership. While the process involves multiple documents and verification steps, following the correct procedure and keeping track of your application status can help avoid delays.
