With the increased number of dwellers in the planned industrial city, the means to travel from one part to the other part of the city is also essential. Buying a used vehicle can be a solution to many, whether you buy from Noida or any other State. In such cases, one must remember to transfer vehicle ownership in his/her name. Step-by-Step Guide on How to Apply for Transfer of Vehicle Ownership in Gurgaon:

Step 1 –  If Transferor and Transferee stay in different RTO areas, then collect ‘No Objection Certificate’ (NOC) from the Traffic Department for the RC transfer.

If the vehicle bought is not registered in Gurgaon, then the RC transfer has to be initiated by getting the vehicle de-registered at the RTO where it was first registered. One must apply for a NOC by submitting Form 28 along with the other relevant documents if the purchased vehicle was bought in Haryana, but if not in that case Form 29 has to be submitted to the concerned RTO.

Step 2 – Submit the necessary documents in the RTO for the RC transfer in Noida

Once the NOC is issued, submit the following documents to the RTO –

  • Registration Certificate Copy
  • Road Tax Payment supportive document proof for commercial vehicles
  • Insurance Policy document
  • PUC certificate
  • NOC from the Traffic Police
  • Clearance Certificate from NCRB
  • NOC from the bank if the vehicle has been guaranteed under a loan


Step 3- Submission of documents for transfer of vehicle ownership

The new vehicle owner must submit all the documents mentioned above to the concerned RTO and pay the applicable charges for the RC transfer. Once the NOC is received, which might take a few days, the new owner can re-register the vehicle in his/ her name. 

Step 4 – If the Vehicle is from another state, the vehicle should be re-registered

  • The Original Registration Certificate from another state if the vehicle is from a different state.

Once all the required documents and forms are submitted by the new owner to the RTO, the new registration number is issued after a few weeks. One must also inform the insurance company to get the policy document updated.


Step 5 – Payment Of Road Tax

If a vehicle from another state is re-registered in Noida, the owner must pay the road tax again, calculated as per the original invoice of the vehicle paid by a demand draft by the new owner. The new owner can also get the road tax paid in the previous state reimbursed. The following documents have to be submitted to get a reimbursement from the original RTO –

  • An Application for the Road Tax Refund
  • Updated and Signed Form 16 (i.e. the applicant’s salary certificate from the employer)
  • New registration certificate copy
  • Old registration certificate copy
  • Insurance policy copy with the new registration number
  • ID Proof copy
  • Address proof copy

Transfer of ownership of vehicle online in Noida

If one wants to avoid the offline mode and prefer doing the RC transfer online instead, but the transfer of vehicle ownership process is not available online in Noida RTO. The physical presence of the seller and the buyer is mandatory at the Noida RTO office for the signature.


Required Document and Fees for Transfer of ownership of vehicle in Noida

  • Registration Certificate of the purchased vehicle (original copy)
  • Proof of Address – Aadhar Card/ Passport/ Electricity Bill/ Ration Card etc.
  • Insurance Policy Certificate of the vehicle
  • PAN Card copy of both the transferor and the transferee
  • PUC Certificate copy

Process for Transfer of ownership of vehicle in Noida

RC Transfer

There are various reasons on the basis of which a vehicle ownership is done. The following paragraphs will give an idea regarding the different reasons for ownership transfer.

  1. To transfer the ownership of a vehicle within the same RTO in Noida one must submit an application form CMV and CMV 30, original RC, copy of insurance policy, copy of pollution certificate, and proof of address of the new buyer. 
  1. To transfer ownership of a vehicle from another district RTO to Noida RTO one must submit an application with Form 29 and Form 30, clearance certificate, original RC, insurance policy copy, pollution certificate copy and the address proof of the new buyer. 
  1. To transfer ownership in case of death of the registered owner, one must submit the original Registration Certificate, Form 30 and Form 31, NOC, Original copy of the death certificate of the registered owner, the succession or survival certificate issued by the SDM, affidavit from the legal heirs (if any) relinquishing their right in favour of the applicant, insurance certificate, address proof copy of the new buyer and copy of the PUC certificate and verification of the vehicle purchased on Form 20. 
  1. To transfer ownership of a vehicle from the other state to RTO Noida, application on Form 29 and Form 30, original RC, valid insurance copy, pollution certificate copy, NOC from the previously registered RTO and address proof of the new buyer. 
  1. To transfer ownership of a vehicle in case of purchase made in an auction approved by the Central or the State Government, one must submit application form 32, form 20, Registration Certificate original, sale certificate form 21 issued by the auctioning department in favour of the vehicle, pollution under control certificate, address proof of the buyer, applicable road tax, registration fee or re-registration fee.

  • Visit https://parivahan.gov.in/parivahan/
  • Click on the “Online Services” 
  • Select the “Vehicle Related Services” 
  • Click on “The other States”
  • Enter the “Vehicle Registration Number” and click on ‘Proceed’ 
  • Click on the option ‘Miscellaneous’
  • Enter the valid ‘Mobile Number’ and click on “Generate OTP”
  • Enter the generated OTP and select the option ‘Show Details’
  • Select the option ‘Transfer Of Ownership’ under “Application Selection”.
  • Enter the details of the new owner’s current address, permanent address and the insurance details of the vehicle under the “Transfer of Ownership Details”
  • Click on the option “Payment” and pay the applicable fees.
  • After the payment Form, 29 and 30 will be generated along with a receipt.
  • Both the transferor and the transferee should sign the hard copy of the documents and submit the same with the other relevant documents to the RTO Office.
  • Within 30 days or more, the RC Transfer will be initiated.

Transfer Of Vehicle Ownership – Overview

At present in Noida, only the offline mode of transfer of ownership is applicable. The steps of transferring the ownership might seem tedious, but once you get hold of all the relevant Forms and documents to be submitted, the process to complete the RC will only be a matter of days. The first step is to acquire the RC Transfer documents and RC transfer forms.

With the relevant documents, the transferor and the transferee must visit the local RTP office and pay the requisite fees as applicable. Thereafter one must get the sign verified by the verification officer and then submit the appropriate documents at the designated counter of the RTO office. The RC transfer will be done within a week. Then, one has to collect the new RC from the RTO Noida office

Procedure for vehicle ownership transfer

Firstly notarise the Agreement of Sale and then visit the RTO with all the relevant documents. Apply for a clearance certificate (by the buyer) at the RTO. Once the clearance certificate is received, the new buyer can apply for the transfer of ownership at the new RTO with the necessary documents.

A RC transfer can be done in offline or online mode. If offline, first apply for a NOC from the Traffic department. If an online method is chosen, then visit the parivahan website, fill in the relevant details, and pay the applicable fees.
