‘Pune’, is the most famous city in Maharashtra after Mumbai and one of the most glorious cities across India. Just like everywhere else, for their attractive affordability and depreciation cost the used cars are in high demand in Pune. It’s always a wise decision to go for a used car instead of shelling out for a new one, however, it’s vital to understand the know-how of buying a used car. One of the most challenging tasks in buying a preowned car is the RC transfer of a car, here is its end-to-end procedure to ease things off for you.

Transfer of Vehicle Ownership Law

According to the law, once you have purchased a used car, the documents required for RC transfer should be transferred to the RTO within 30 days of purchase. Moreover, if the car isn’t registered in Pune, then a No Objection Certificate (NOC) has to be procured from the RTO where the vehicle is registered. If this process isn’t completed within 30 days, the late fee is ₹ 500.

Documents Required for Transfer of Vehicle Ownership in Pune

  • Original registration certificate of the car
  • Two form no.29

  • Copy of valid car insurance
  • Two copies of address proof of the buyer
  • Copy of valid pollution under control certificate (PUC)
  • Copy of G.I.R./Pan no. or Form no. 60/Form no. 61 (for cars only)
  • Form 28 – NOC in case of vehicles from a different RTO area along with the address proof, PUC certificate, Insurance region/state certificate,

  • Photo with the fingerprint of right-hand thumb, certified by the notary or gazetted officer.
  • In the case of foreigners, proof of legal presence in India is required, such as a valid passport. A Visa is also required with a registration number and residential permit from the police authority and proof of residence.

Step-by-Step Guide on How to Apply for Transfer Of Vehicle Ownership in Pune

Step 1 – Procure The No Objection Certificate (NOC) From The Traffic Department: (Required only if seller and buyer resides in different RTO area)

If the car you bought is not originally registered at the RTO of your area, you need to initiate the process of ownership transfer by having the car de-registered at its original RTO. To do this, follow these steps

  • Apply for a NOC by submitting RTO Form 28 to the original RTO. 
  • If the car is not registered in Maharashtra, you need to submit Form 29 to the original RTO.

Step 2 – Visit The RTO With Required Documents

Once you procure the NOC, visit the RTO with the following documents-  

  • Original RC
  • Duly filled Form no. 29
  • Duly filled Form no. 30
  • Copy of valid insurance
  • Copy of valid pollution under control certificate
  • Attested copies of address (voter card/ passport/ telephone/electricity bill/ ration card) etc
  • Clearance certificate of N.C.R.B.

Step 3- Submission Of The Documents

Submit all the above-mentioned documents to the RTO and pay the required fee. Once you receive the NOC from the original RTO, you can start the procedure of re-registration in your state.

Step 4 – Vehicle Re-Registration After Interstate Transfer: (Required if the vehicle is from a different state)

For re-registration of the car at the RTO of your area, submit the following documents

  • Original RC from another state
  • Form 20

  • Attested copy of address proof
  • Attested copy of the valid driving license of the seller
  • Attested copy of pollution under control certificate
  • PAN Card, Form 60, or Form 61
  • Passport-size photos of the applicant
  • Bank NOC, if the car is under the loan

The RTO takes a few weeks to transfer the car’s ownership, once you submit all the required documents.

Step 5 – Payment Of Road Tax

In case you have bought a car registered outside Maharashtra, you will have to pay the road tax to have the car re-registered. The payable tax amount is calculated according to the price of the car on its invoice. The payment needs to be done through a demand draft. After paying the road tax for re-registration of the car, you can claim the reimbursement of the road tax paid by the previous. This refund is calculated based on the original price of the car and its age. For reimbursement, submit the following documents.

  • Application for road tax refund
  • Updated and signed Form 16, (salary certificate from the employer)
  • Copy of the new registration certificate
  • Copy of the old registration certificate
  • Insurance policy with new registration number
  • Proof of ID
  • Address proof

Vehicle Ownership Transfer online in Pune

Follow these steps to online transfer a vehicle’s ownership in Pune

  • Take the cursor to Online Services
  • Select ‘Vehicle related Services’
  • Select ‘State’ and input the ‘RTO number’, then click ‘Proceed’
  • Select ‘Apply for Transfer of Ownership, Change of Address, Hypothecation [Addition/Continuation/Termination], Duplicate RC)’
  • Enter your vehicle details as a Vehicle Registration No. and the last five characters of chassis number
  • Click on ‘VERIFY DETAILS’ button
  • The generated page will show you all details of your vehicle like the name of the owner, RC number, insurance validity, etc.
  • Come down on the screen, you will see the fees of the car ownership transfer
  • After confirming the details, make the payment·     
  • The generated receipt will be required at your local RTO

Now, you will have to pay the pending tax of the vehicle, here are the steps to do it.

  • Visit the website: https://vahan.parivahan.gov.in/vahanservice/
  • Select state & RTO
  • Click on ‘proceed’
  • Select ‘RC related service’ and take the cursor to ‘Pay your tax’
  • Pay the pending tax of the vehicle through net banking or debit card
  • After making the payment, visit the RTO transfer of ownership of the vehicle

The documents required for the online transfer of a vehicle’s RC are

  •  NOC (No objection Certificate)
  •  Duly filled Form-29 and Form-30 (application for change in ownership). And a print of the chassis number with a pencil.
  •  Duly filled form 31 in case of transfer of ownership through inheritance
