Step-by-Step Guide on How to Apply for Transfer Of Vehicle Ownership (RC Transfer) in Kolkata

If one has bought a used car, one has to transfer the ownership to his/her name and the entire process of ownership transfer should be done within 30 days of the purchase. The following are the stages in the vehicle transfer process at the RTO

Step 1 – Procurement of No Objection Certificate (NOC) From The Traffic Department: (Required if seller and buyer of used car reside in different RTO area)

If the vehicle that has been purchased has not been registered in W.B then the vehicle has to be de-registered in the state where it was originally registered and then the procedure of transfer of vehicle ownership can be done. If a NOC is required from the other state, then Form 28 has to be duly submitted to the original RTO and Form 29 has to be collected from the same RTO. In case if the vehicle is registered in Kolkata but not from the RTO where the new owner resides, then the new buyer will have to get a NOC from the previous RTO before beginning the transfer of vehicle procedure. 

Step 2 – Visit RTO With Required Documents for RC Transfer

Once the NOC is received then the following documents should be procured – 

  • Original RC 
  • NOC from the previous RTO
  • Form 20

  • Attested copy of the valid driving license of the new car owner

  • Lending bank NOC if the vehicle is under a loan

Step 3- Submission Of Documents

Once the Forms are duly filled in and the other documents are made available, the new buyer of the vehicle must pay the applicable transfer fees of the vehicle at the concerned RTO. It will take around 30 days for the entire process to get completed. One can check the status of the RC transfer online from the Parivahan website.

Step 4 – Re-Registration of Vehicle After Interstate Transfer: (In case used car is from a different state)

If the vehicle that has been purchased by the buyer is registered in a different state, then the vehicle registration has to be de-registered first and then the applicant applies for re-registration of the used car that he/she has bought. The following are the documents for the RC transfer. 

  • Original Registration certificate book
  • NOC from the earlier  RTO
  • NOC from the lending bank in case if the car was under a loan
  • Form 20, Form 27, Form 33
  • Attested copy of the Address Proof of the applicant
  • Attested copy of the new owner’s driving license
  • Pollution Under Control certificate
  • PAN card with Form 60 or Form 61 as applicable
  • Passport-size photographs of the new buyer

After the documents along with the relevant forms are submitted at the local RTO, then the entire process takes around 30 days to complete. 

Step 5 – Payment Of Road Tax

If a buyer has bought a second hand vehicle that has not been registered in West Bengal but in another state, then the buyer has to pay the road tax at the local RTO, calculated on the basis of the original invoice. A refund can be claimed at the local RTO if the road tax is paid in the original registered state which will be calculated depending on the vehicle’s age. The following are the documents required for the road tax refund claim – 

  • Duly filled and signed Form 16
  • Copy of the Old RC 
  • Cope of the new RC
  • Insurance policy paper
  • Attested address proof of the buyer
  • ID proof of the buyer

The documents required for transfer of vehicle ownership in Kolkata are as follows: 

  • Original Registration Certificate

Transfer of ownership of vehicle online (RC Transfer) in Kolkata

A vehicle can be transferred to another owner through the parivahan portal. If the used car has been bought from the same state where it was registered originally and will be re-registered in the same state then a NOC is not required. The process for online method of vehicle transfer is as follows –

  • Select the ‘State’ and wait for the web page to reload.
  • Click on ‘Vehicle Registration Number’
  • Enter the ‘Vehicle Registration Number’, ‘Select the State’ and ‘Select the RTO’

  • Click on the option ‘Online Services’
  • Select the option ‘Transfer of Ownership’

  • Enter the OTP sent to your registered mobile number
  • Click on ‘Show Details’
  • Select ‘Transfer of Ownership’ under Application Selection
  • Share the details of the new owner’s Current address, Permanent address and Insurance.
  • Select the mode of payment and make the payment 
  • Lastly, the two payment receipts and Form 29 and Form 30 will be generated after payment is completed online. 
  • The transferor and the transferee must sign the hard copies of the documents. Then the new buyer must submit the same with the necessary documents as mentioned above to the new RTO. 

Once the verification is done successfully, a new RC certificate will be generated in the name of the new owner. If there are any disparities, the RTO will notify the buyer and the seller to appear at the office of the RTO. 

Required Document and Fees for Transfer of ownership of vehicle (RC Transfer) in Kolkata

  • NOC 
  • Form-29 and Form-30 along with a print of chassis number with pencil of ownership change under normal circumstances..
  • Change of ownership through inheritance, then Form 31 and if there is a case of change of ownership due to public auction, then application Form 32 should be submitted.
  • Other documents include the original R.C. Book, Insurance Certificate, P.U.C. Certificate, proof of identity and address.
  • A fee of Rs.150/- in case of two wheelers and Rs.300/- in case of motor car is required to be paid as transfer fee.
  • A lump sum tax @ 15% of original lump sum tax should be paid as transfer tax, however, if, vehicle is more than 8 years old, then, tax @ 1% or Rs.100/- whichever is higher is required to be paid.
