When a buyer sells his used car to another buyer, he needs to transfer the ownership of the car to the new buyer. To do so, one has to submit Form 29 to notify the local RTO where the car was initially registered. The submission of Form 29 certifies that the vehicle owner has submitted all the relevant documents.

This article will help you gather information as to why Form 29 is important when it comes to buying a car, in this case for a third-party buyer. You need two copies of Form 29 for submission at the local RTO and also mention that the other necessary documents such as PUC, Registration certificate, and the car insurance policy during the sale have been submitted to the buyer. 

What is Form 29 and why is Form 29 required for buying a car?

If a third-party buyer buys a used car, then the buyer must submit Form 29 to notify the local RTO from where the car was initially registered regarding the vehicle ownership transfer of the car in question. Form 29 is only required when buying a used car and initiates the process of transferring the ownership of the car to the new owner. Form 29 is required by law to transfer the car’s ownership to the current owner, making it an essential document to possess after purchasing a used car. The vehicle will remain registered in the previous owner’s name if the transfer of ownership is not completed and the seller will continue to be responsible for any associated liabilities.

How to download Form 29 online?

When a used car is sold to another buyer, the new buyer must ensure that Form 29 is submitted to the RTO where the used car is currently registered, along with the other relevant documents. Follow the below mentioned steps to download Form 29 online.

  • Step 3: From the drop down menu, select ‘Downloadable Forms’

Parts of Form 29

RTO Form 29 has three parts. First part provides information of the original owner’s personal details, while the second part consists of the new buyer’s details. At the end, the official endorsement section in the form that has to be signed by the Registering Authority. 

Part A

  • Registered Authority’s name
  • Name of the seller 
  • Seller’s residential address, 
  • Date of the vehicle sold by the owner with year
  • Vehicle number, make, chassis number/ engine number/ motor number

Part B

  • Name of the Buyer
  • Personal details like son/ wife/ daughter of
  • Residential address of the buyer
  • Financer’s name in case the sold vehicle is under lease, hire-purchase or hypothecation agreement
  • Signature of the Financer & date (consent for the ownership transfer)
  • Signature of the transferor or registered owner with date.

Part C

  • Name of the Registering Authority under whose jurisdiction the transferor resides, and he must send an acknowledgement of the same document through registered post.
  • Next, the Registering Authority will enter the reference number, date and the name of the RTO to validate the application. 
  • Next, the authority will enter details of the transferee’s name and the date of the ownership transfer. 
  • Next, the Signature of the Registering Authority, his official seal and date. 

How to fill out Form 29?

Follow the step-by-step guide to fill out Form 29  for transfer of ownership of a vehicle.

  • Step 1: First mention the Registering Authority’s name under whose jurisdiction the transferee resides.
  • Step 2: Write the name of the car seller and his address as mentioned in the identity proof.
  • Step 3: Write on which date the used car was sold or delivered to the new buyer. Also, mention the car make, vehicle number, and the chassis number/ engine no or motor number in the case of a Battery operated vehicle.
  • Step 4: Mention the car buyer’s name and his father’s or husband’s name. Add the buyer’s address as mentioned on the proof of address attached to the form.
  • Step 5: If the sold vehicle was under lease, hire-purchase or hypothecation agreement, mention the financer’s name in the next space.

Note: You must handover the relevant documents, such as the car insurance policy paper and original registration certificate, to the new buyer, and declare that the vehicle is free from all encumbrances.

  • Step 6: Next, the car owner must sign the form or put a thumb impression along with the date.
  • Step 7: Next the financer will provide his/ her signature on assigned space in the form, which means he is giving his consent for vehicle ownership transfer.
  • Step 8: Write the name of the Registering Authority under whose jurisdiction the transferor resides to send an acknowledgement of this document through a registered post.
  • Step 9: Thereafter, the Registering Authority must validate the application from the used car owner by entering the reference number, date, and name of the RTO Office. The authorised officer will also declare that the ownership of the car is transferred to the buyer.
  • Step 10: Next, the Registering Authority will affix his signature, official seal and the date. At the end, the name of the transferor is mentioned as after this process is complete, the RTO will send an acknowledgement through Registered post.

What documents should be submitted along with Form 29 to the RTO?

Documents needed to be submitted to the RTO along with Form 29 are – 

  • Copy of car insurance policy paper 
  • ID proof of buyer and seller – Aadhaar card, Passport, Voter’s ID card, PAN Card, Ration Card
  • Address Proof of buyer and seller – Aadhaar card, Telephone bill, Passport, Ration card, Electricity bill, Voter ID card
  • Original Vehicle Registration Certificate
  • Pollution Under Control certificate 
  • Engine Chassis Pencil Print
