According to the Ministry of Road Transport and Highways (MoRTH), 1,77,175 people lost their lives on our roads in 2024 alone. Behind each of these numbers is a family, and most of these crashes could have been avoided. To bring these numbers down, the government is working on two big changes. The first is a points-based system for driving licences that tracks how responsibly you drive. The second is a mandate that makes Advanced Driver Assistance Systems (ADAS) compulsory on heavy commercial vehicles from 2027. In this article, we break down both changes in simple terms and look at what they could mean for you.

Table of Contents

The Driving Licence Points System: How It Would Work

The 2027 ADAS Mandate: What Changes

How These Rules Could Help Prevent Accidents

What It Means for Car Owners and Used Car Buyers

Summary

FAQs about New Road Safety Rules

The Driving Licence Points System: How It Would Work

In September 2026, Union Road Transport Minister Nitin Gadkari shared that the government is planning a graded points system for driving licences. The idea is simple. Every traffic offence would cost you points, and if you keep breaking the rules, you could lose your licence.

Here is what we know so far:

Points for every offence: Each traffic violation would lead to points being deducted from your driving licence. Reports suggest points could also be linked to the vehicle’s Registration Certificate (RC).

A limit you should not cross: Once your penalty points cross a set limit, your licence could be suspended or even cancelled.

Rewards for good drivers: Drivers with a clean record may get benefits, possibly in the form of lower insurance premiums.

Tracking repeat offenders: The eChallan portal already tracks repeat offenders in real time, which could make the new system easier to roll out.

It is important to note that this is still a proposal. The government has not yet shared how many points each offence will carry, what the limit will be, or when the system will start. A reply in the Lok Sabha mentioned that changes to the Motor Vehicles Act for this system are under active consideration.

If you have driven abroad, this may sound familiar. Countries such as the UK already use a similar penalty points system for drivers.

The 2027 ADAS Mandate: What Changes

ADAS, or Advanced Driver Assistance Systems, are technologies that help a driver spot danger early and, in some cases, act before a crash happens. Many new cars in India already offer these features, but for heavy trucks and buses, they are about to become compulsory.

According to reports, MoRTH has made the following ADAS features mandatory for heavy goods vehicles (N3 category) and heavy passenger vehicles such as buses (M3 category):

Feature

What it does in simple words

Advanced Emergency Braking

Brakes on its own if a crash is about to happen and the driver does not react

Driver Drowsiness and Attention Warning

Sounds an alert when the driver looks tired or distracted

Lane Departure Warning

Warns the driver if the vehicle drifts out of its lane

Blind Spot Detection

Alerts the driver to vehicles or people hidden from the mirrors

When Will It Apply?

New models of these vehicles must have these features from October 1, 2027, while models already on sale will have until April 2028.

What About Regular Cars?

If you drive a regular car, the 2027 mandate does not apply to you, as it is focused on commercial vehicles. However, the government released a separate draft rule on October 21, 2026, proposing Automatic Emergency Braking (AEB) on all new car models from October 1, 2030, and on every car sold from October 1, 2032. This draft is open for public feedback, so the dates may still change.

How These Rules Could Help Prevent Accidents

The two changes work in different ways, and that is what makes them a good pair. The points system looks at behaviour over time. A single challan is easy to pay and forget, but losing points every time you break a rule makes you think twice. Over time, it should help separate careless drivers from careful ones and keep repeat offenders off the road.

ADAS, on the other hand, works in the moment. A points system can only act after a violation is recorded, but many accidents build up slowly, especially on long highway drives where tiredness and distraction creep in. This is where in-cabin technology such as drowsiness alerts can step in before things go wrong.

A recent opinion piece in BW Auto World by Nisarg Pandya, founder of drivebuddyAI, shared figures from his company’s one-year study of 633 commercial vehicles. During the study:

Drivers getting early drowsiness alerts fell from 47% to 21.7%.

Critical alerts, where drivers were close to falling asleep, dropped from 13% to 3.6%.

The share of low-risk drivers in the fleet rose from 16% to 65%.

These are the company’s own figures, but they show how real-time alerts can change the way people drive. The article also makes an important point: simply installing these systems is not enough. They need to be accurate, suited to Indian roads and trusted by drivers to make a real difference.

What It Means for Car Owners and Used Car Buyers

Even though the ADAS mandate is aimed at trucks and buses, these changes point to where Indian road safety is headed. Here is what you can do now:

Keep your record clean: Once the points system is in place, past habits may start to count. Clear any pending challans and get into the habit of following speed limits, wearing seatbelts and avoiding your phone while driving.

Check challans before buying a used car: With points possibly linked to the RC as well, make sure there are no unpaid challans on a car before you buy it. Also make sure the RC is transferred to your name quickly, so future violations are not linked to the previous owner, and vice versa when you sell.

Consider safety features: If you are shopping for a car, features such as ADAS, airbags and ESC are worth looking for. Many pre-owned cars from the last few years already come with them, so you can get modern safety without paying new-car prices.

Do not rely on technology alone: ADAS is a helping hand, not a replacement for an alert driver. Always stay focused on the road.

Summary

India is moving towards a road safety system that rewards good driving and uses technology to prevent crashes before they happen. The proposed licence points system would deduct points for every offence and could lead to suspension for repeat offenders, while ADAS will become compulsory on new heavy trucks and buses from October 1, 2027. Details of the points system are still awaited, and AEB for regular cars has only been proposed for 2030. Until then, the best thing you can do is drive responsibly and keep your challan record clean.

Related Blog:
Complete Guide to Driving Licence Test
ADAS Full Form: A Guide to Advanced Driver Assistance Systems
Essential Car Safety Features In India

FAQs about New Road Safety Rules

Q.
