With this pass you can move through the toll plaza without having to pay the toll amount. This scheme was notified by Ministry of Road Transport and Highways (MoRTH), under the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026 on 26th October 2026. This is done to provide cheap travel everyday for local people.

Key facts:

Single plaza: The local pass will only be valid for the toll plaza it has been issued for. You cannot use it anywhere else or transfer it.

Annual: This pass will only need to be paid once for the whole year.

Flexibility: If the owner wishes they can choose to use the current local monthly pass instead.

Annual Changes: The charge could be changed each year. New rates will come into place from April 1st.

Who Can Apply?

The pass can be applied by private vehicle owners who are residing in proximity of toll plazas. They must satisfy the following criteria:

Residing within a distance of 20 km from any National Highway Toll Plaza.

The vehicle must be a private vehicle (non-commercial).

The car must have an active FASTag for non-commercial usage registered and mapped properly.

The other criteria must also be satisfied as per the official notification issued by the government. Being within 20 km is not sufficient to get the pass. The pass cannot be issued for:

National Highways and Expressways with closed toll system, i.e., distance based tolling.

Toll Plazas having service roads/alternative roads for local commuters.

How to Apply

Ensure that your FASTag is active, KYC-compliant and that it is associated with the correct vehicle.

Check if your nearest toll plaza is covered and whether it is in or out of the municipal limit to determine the fee.

Apply at toll plaza: From 1 November 2026 the pass will be available at eligible toll plazas.

Use the app: You can also apply using the Rajmargyatra app from 1 December 2026.

The official list of documents required has not been published, but it is a good idea to have your vehicle RC, valid proof of address and FASTag details to hand.

How Much Will It Cost?

The fee depends on where the toll plaza is located.

Toll plaza location

Annual local pass

Monthly local pass (12 months)

Yearly saving

Outside municipal or town limits

₹1,500

₹4,320

Up to ₹2,820

Within municipal or town limits

₹3,000

₹4,320

Up to ₹1,320

This is definitely a great time saver if you are passing through the toll plaza daily. Here is how it may affect you:

Lower yearly costs: Regular users of a single plaza can save up to ₹2,820 a year.

Less hassle: One payment covers the full year, so there are no monthly renewals to track.

FASTag matters more than ever: The pass works only with an active, non-commercial FASTag. Vehicles without a valid FASTag already pay 1.25 times the toll through UPI, or double the toll in cash.

Buying or Selling a Used Car?

If you are going to buy a second hand car, ensure that the FASTag of the previous owner has been closed and a new FASTag is issued in your name with proper vehicle details. Once this is done, you can apply for the local pass.

If you are selling your car, you should know that the pass is linked to the FASTag and vehicle. After the sale is complete, ensure that you close/transfer your FASTag account to avoid any toll deductions in your account.

Summary

From November 1, 2026, private car owners living within 20 km of a National Highway toll plaza can buy an annual FASTag local pass.
