The seller may continue to face liability connected with the car, while the buyer may experience difficulties with insurance, resale and future vehicle-related applications.<\/p>\n\n\n\n<p>For a Delhi-registered car, the seller must report the sale through Form 29, and the buyer must apply for the transfer of ownership through Form 30 within 14 days. This guide will help you understand the documents, online process, official fees and additional requirements for completing an RC transfer in Delhi.<\/p>\n\n\n\n<h2 id=\"list-of-rtos-in-delhi-updated-for-2026\" class=\"wp-block-heading\"><strong>List of RTOs in Delhi (Updated for 2026)<\/strong><\/h2>\n\n\n\n<p>The first two digits after \u2018DL\u2019 in a Delhi registration number identify the zonal registering authority. For example, DL-04 refers to the Janakpuri zonal office. Delhi has 13 zonal registration codes, and each code is linked to a specific registering authority. VAHAN will also display the authority handling the vehicle record.<\/p>\n\n\n\n<h2 id=\"documents-required-for-ownership-transfer-in-delhi\" class=\"wp-block-heading\"><strong>Documents Required for Ownership Transfer in Delhi<\/strong><\/h2>\n\n\n\n<p>The standard documents for a private car ownership transfer are Form 29, Form 30 and the original RC. The application also requires valid insurance, a PUC certificate, the buyer\u2019s address proof and applicable identity documents.<\/p>\n\n\n\n<h3 id=\"documents-required-from-the-seller\" class=\"wp-block-heading\"><strong>Documents Required From the Seller<\/strong><\/h3>\n\n\n\n<p>The seller should provide:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Original Registration Certificate<\/li>\n\n\n\n<li>Form 29 completed in duplicate<\/li>\n\n\n\n<li>Form 30 signed wherever the seller\u2019s signature is required<\/li>\n\n\n\n<li>Copy of the valid motor insurance certificate<\/li>\n\n\n\n<li>Valid Pollution Under Control certificate<\/li>\n\n\n\n<li>PAN card or Form 60 and Form 61, as applicable<\/li>\n\n\n\n<li>Mobile number required for the online authentication process<\/li>\n\n\n\n<li>Signed sale receipt or delivery note for transaction records<\/li>\n<\/ul>\n\n\n\n<p>The names and signatures should match the existing RC and identity documents. A mismatch can lead to document verification or a request for the registered owner to appear before the authority.<\/p>\n\n\n\n<h3 id=\"documents-required-from-the-buyer\" class=\"wp-block-heading\"><strong>Documents Required From the Buyer<\/strong><\/h3>\n\n\n\n<p>The buyer should keep the following documents ready:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Form 30 completed and signed<\/li>\n\n\n\n<li>Self-attested Delhi address proof<\/li>\n\n\n\n<li>PAN card or Form 60 and Form 61, as applicable<\/li>\n\n\n\n<li>Copy of the valid insurance certificate<\/li>\n\n\n\n<li>Valid PUC certificate<\/li>\n\n\n\n<li>Mobile number required to complete the buyer stage on VAHAN<\/li>\n\n\n\n<li>Passport-size photograph, undertaking or chassis print if requested in the application<\/li>\n<\/ul>\n\n\n\n<p>The address entered on VAHAN must match the supporting address document. The buyer should also check that the engine number and chassis number entered in the application match the RC.<\/p>\n\n\n\n<h3 id=\"additional-documents-if-the-car-has-an-active-loan\" class=\"wp-block-heading\"><strong>Additional Documents if the Car Has an Active Loan<\/strong><\/h3>\n\n\n\n<p>If the loan is still active, the financier\u2019s consent is required before the ownership can be transferred under the existing hypothecation agreement. The consent section in Form 30 must be completed where applicable.<\/p>\n\n\n\n<p>If the loan has been repaid, hypothecation should be removed using:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Original RC<\/li>\n\n\n\n<li>Form 35 completed in duplicate<\/li>\n\n\n\n<li>NOC or loan-closure certificate from the financier<\/li>\n\n\n\n<li>Valid insurance and PUC documents<\/li>\n\n\n\n<li>Registered owner\u2019s address proof<\/li>\n\n\n\n<li>PAN card or Form 60 and Form 61, as applicable<\/li>\n<\/ul>\n\n\n\n<p>Some financiers may send loan-closure information electronically to VAHAN. If the financier is not integrated with the digital system, Form 35 and the financier\u2019s written NOC remain valid supporting documents.<\/p>\n\n\n\n<h3 id=\"additional-documents-for-interstate-transfers\" class=\"wp-block-heading\"><strong>Additional Documents for Interstate Transfers<\/strong><\/h3>\n\n\n\n<p>A car registered outside Delhi requires the following additional documents:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Original out-of-state RC<\/li>\n\n\n\n<li>NOC in Form 28 from the original registering authority<\/li>\n\n\n\n<li>Form 27 for assignment of a Delhi registration mark<\/li>\n\n\n\n<li>Form 20 for registration<\/li>\n\n\n\n<li>Delhi address proof<\/li>\n\n\n\n<li>Valid motor insurance<\/li>\n\n\n\n<li>Valid PUC certificate<\/li>\n\n\n\n<li>PAN card or Form 60 and Form 61, as applicable<\/li>\n\n\n\n<li>Certificate confirming the applicable emission norms<\/li>\n\n\n\n<li>Delhi road tax payment<\/li>\n\n\n\n<li>Applicable registration and parking-fee receipts<\/li>\n<\/ul>\n\n\n\n<p>Since January 2026, an interstate NOC cannot be issued if the vehicle has unpaid National Highway user-fee dues. These dues should be cleared before applying for Form 28.&nbsp;<\/p>\n\n\n\n<h3 id=\"additional-documents-for-companyowned-cars\" class=\"wp-block-heading\"><strong>Additional Documents for Company-Owned Cars<\/strong><\/h3>\n\n\n\n<p>The standard RC transfer documents remain applicable when a company owns the car. However, the forms must be signed by a person authorised to act for the company.<\/p>\n\n\n\n<p>Keep the following additional documents ready:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Authorisation letter on the company\u2019s letterhead<\/li>\n\n\n\n<li>Board resolution or other proof of signing authority, if requested<\/li>\n\n\n\n<li>Identity proof of the authorised signatory<\/li>\n\n\n\n<li>Company PAN and registered-address proof<\/li>\n\n\n\n<li>Company stamp on the relevant forms, where required<\/li>\n<\/ul>\n\n\n\n<p>The Delhi Transport Department permits an authorised person to represent the registered owner. However, the authority may request the registered owner or authorised signatory to appear if the signatures or supporting documents do not match.<\/p>\n\n\n\n<h2 id=\"stepbystep-guide-to-transfer-car-ownership-in-delhi\" class=\"wp-block-heading\"><strong>Step-by-Step Guide to Transfer Car Ownership in Delhi<\/strong><\/h2>\n\n\n\n<p>The seller must start the RC transfer application. The buyer can complete the buyer stage only after the seller has generated the application.<\/p>\n\n\n\n<h3 id=\"if-the-buyer-and-seller-are-in-the-same-delhi-rto-zone\" class=\"wp-block-heading\"><strong>If the Buyer and Seller Are in the Same Delhi RTO Zone<\/strong><\/h3>\n\n\n\n<p>A separate interstate NOC is not required when the car remains within the same Delhi registration zone.<\/p>\n\n\n\n<p><strong>Step 1: Check the Vehicle Record and Pending Dues<\/strong><\/p>\n\n\n\n<p>Check the car\u2019s registration details, insurance, PUC validity and pending challans before starting the transfer. Outstanding challans or a blacklist entry can hold up the application.<\/p>\n\n\n\n<p>Pending challans can be checked on the official Parivahan eChallan portal.<\/p>\n\n\n\n<p><strong>Step 2: Seller Initiates the Transfer on VAHAN<\/strong><\/p>\n\n\n\n<p>Open VAHAN Citizen Services and select Delhi. Enter the car\u2019s registration number and the last five digits of its chassis number.<\/p>\n\n\n\n<p>Generate the OTP, select \u2018Transfer of Ownership \u2019, and enter the buyer\u2019s details. The information must match the buyer\u2019s identity and address documents.<\/p>\n\n\n\n<p><strong>Step 3: Buyer Completes the Application<\/strong><\/p>\n\n\n\n<p>The buyer uses the application number and registration number to continue the transfer. The buyer must verify the entered details, complete the required authentication and provide the current Delhi address.<\/p>\n\n\n\n<p>Both parties should check the spelling of the buyer\u2019s name, address, engine number and chassis number before submitting the application.<\/p>\n\n\n\n<p><strong>Step 4: Upload Documents and Pay the Fee<\/strong><\/p>\n\n\n\n<p>Upload the signed forms and supporting documents requested on VAHAN. Depending on the available workflow, the parties may be able to eSign the forms or may need to download, sign and upload them.<\/p>\n\n\n\n<p>Pay the amount shown on the VAHAN fee screen. The receipt will state whether an appointment, physical verification or submission of original documents is required.<\/p>\n\n\n\n<p><strong>Step 5: Track the Application<\/strong><\/p>\n\n\n\n<p>Track the application through VAHAN using the application number. If the authority raises an objection, upload the corrected document or complete the requested verification.<\/p>\n\n\n\n<p>After approval, the RC is issued in the buyer\u2019s name. The buyer should also contact the motor insurer and have the insurance policy endorsed in the new owner\u2019s name.<\/p>\n\n\n\n<h3 id=\"if-the-car-is-registered-in-a-different-delhi-rto-zone\" class=\"wp-block-heading\"><strong>If the Car is Registered in a Different Delhi RTO Zone<\/strong><\/h3>\n\n\n\n<p>A transfer from one Delhi registration zone to another remains a same-state ownership transfer. The standard document set consists of Form 29, Form 30, the original RC, insurance, PUC, address proof and PAN or the applicable Form 60 documents.<\/p>\n\n\n\n<p>Start the application using the registering authority shown on the existing RC. If VAHAN generates an additional clearance requirement because the buyer falls under another zonal authority, complete the step shown on the portal. Do not apply for an interstate Form 28 solely because the Delhi RTO code is different.<\/p>\n\n\n\n<h3 id=\"if-the-car-is-from-another-state\" class=\"wp-block-heading\"><strong>If the Car is From Another State<\/strong><\/h3>\n\n\n\n<p>An out-of-state car requires both an ownership transfer and the assignment of a Delhi registration mark.<\/p>\n\n\n\n<p><strong>Step 1: Obtain an NOC From the Original RTO<\/strong><\/p>\n\n\n\n<p>The seller must apply to the original registering authority for an NOC in Form 28. The application requires the existing RC, insurance, PUC and proof that applicable motor vehicle tax has been paid.<\/p>\n\n\n\n<p>Any unpaid National Highway user-fee dues must also be cleared before the NOC can be issued.<\/p>\n\n\n\n<p><strong>Step 2: Apply for Ownership Transfer in Delhi<\/strong><\/p>\n\n\n\n<p>For an interstate sale, the buyer must submit Form 30 within 45 days of the transfer. The application must be supported by the NOC and the normal ownership-transfer documents.<\/p>\n\n\n\n<p>The seller should retain a copy of Form 29 and the sale receipt as proof that possession of the car has been handed over.<\/p>\n\n\n\n<p><strong>Step 3: Pay Delhi Road Tax<\/strong><\/p>\n\n\n\n<p>Delhi road tax is payable before a Delhi registration mark is assigned. For a used car, the payable amount depends on the car\u2019s original value, fuel type and age from its first registration.<\/p>\n\n\n\n<p>The amount generated by VAHAN or assessed by the Delhi registering authority should be treated as the final payable amount.<\/p>\n\n\n\n<p><strong>Step 4: Apply for a Delhi Registration Mark<\/strong><\/p>\n\n\n\n<p>Submit Form 20, Form 27, Form 28, the original RC and the supporting documents to the Delhi registering authority. The vehicle may be called for physical inspection or document verification.<\/p>\n\n\n\n<p>Once the application is approved, the authority assigns a DL registration mark and records the buyer as the registered owner.<\/p>\n\n\n\n<h3 id=\"special-cases\" class=\"wp-block-heading\"><strong>Special Cases<\/strong><\/h3>\n\n\n\n<p><strong>Transfer After the Registered Owner\u2019s Death<\/strong><\/p>\n\n\n\n<p>The person succeeding to the vehicle must apply through Form 31 within three months. If the successor intends to use the vehicle during this period, the registering authority must be informed within 30 days of the owner\u2019s death.<\/p>\n\n\n\n<p>The application normally requires the original RC, death certificate, insurance, PUC, address proof, PAN or Form 60, succession or surviving-member certificate and NOCs from other legal heirs where applicable.<\/p>\n\n\n\n<p><strong>Transfer of a Company-Owned Car<\/strong><\/p>\n\n\n\n<p>The application must be completed by the company\u2019s authorised signatory. The authority may ask for an authorisation letter, company address proof, company PAN, signatory identity proof and a board resolution or equivalent authority document.<\/p>\n\n\n\n<p><strong>Transfer of Older Diesel and Petrol Cars<\/strong><\/p>\n\n\n\n<p>Diesel cars that have completed 10 years and petrol cars that have completed 15 years cannot be used or re-registered for use in Delhi. The amount does not increase merely because the buyer lives in another Delhi registration zone.<\/p>\n\n\n\n<h3 id=\"base-rc-transfer-charges-for-a-private-car\" class=\"wp-block-heading\"><strong>Base RC Transfer Charges for a Private Car<\/strong><\/h3>\n\n\n\n<p>The statutory RC transfer cost consists of the ownership-transfer fee and the charge for issuing the smart-card RC. The final amount payable will appear on the VAHAN fee screen.<\/p>\n\n\n\n<h2 id=\"additional-charges-if-hypothecation-is-involved\" class=\"wp-block-heading\"><strong>Additional Charges if Hypothecation is Involved<\/strong><\/h2>\n\n\n\n<p>There is no separate statutory fee for cancelling an existing hypothecation or issuing a fresh RC after its cancellation. There is no separate higher ownership-transfer fee simply because the buyer\u2019s address falls under another Delhi zonal office.<\/p>\n\n\n\n<p>Any additional amount should be paid only when it appears in the official VAHAN fee calculation. Applicants should not rely on an agent\u2019s estimate for a clearance, postal or processing charge.<\/p>\n\n\n\n<h2 id=\"interstate-rc-transfer-and-reregistration-fees\" class=\"wp-block-heading\"><strong>Interstate RC Transfer and Re-registration Fees<\/strong><\/h2>\n\n\n\n<p>An interstate case can include the fee for assigning a Delhi registration mark, the ownership-transfer fee and Delhi road tax. The exact total depends on whether the ownership is changing and the amount of road tax assessed for the car.<\/p>\n\n\n\n<h3 id=\"registration-fees-for-a-delhi-registration-mark\" class=\"wp-block-heading\"><strong>Registration Fees for a Delhi Registration Mark<\/strong><\/h3>\n\n\n\n<p>A car brought from another state may require both re-registration and ownership transfer. The applicant may also incur a late fee if the NOC or transfer documents were submitted after the deadline.<\/p>\n\n\n\n<p>You shouldn&#8217;t fall for unofficial enforcement or clearance charges for a private car unless you see it on the official receipt. Challan clearance and the paperwork for fitness documentation and tax-clearance reports are usually for commercial vehicles.<\/p>\n\n\n\n<h2 id=\"summary\" class=\"wp-block-heading\"><strong>Summary<\/strong><\/h2>\n\n\n\n<p>Transferring an RC in Delhi is straightforward as long as you get the application in order.
